This vehicle is very unique because ZMA in Russia made only one OKA City prototype for sale in USA.
Because of stringent California Emission requirements, and US Federal Safety Requirements, the car would have to retail in USA for much more than average person that was attracted to such minicar was willing to pay.
Also due to strong incentives for ZEV in California, it was decided to offer OKA in USA only as NEV.
